Attorney General Mike Moore said he recommended to the joint legislative budget committee earlier this year to discontinue the outdated training school system and expand Adolescent Offender Programs, or AOPs.

He said many of the juveniles, some who come from dysfunctional families, have been in the training schools multiple times for offenses, such as skipping school, fighting and disrupting class.

"It's not working," Moore said recently of the training school system.

The abuses found by Justice at Oakley and Columbia — including hogtying boys at the male-only Oakley school and locking girls in darkened rooms at the co-ed Columbia for days — were inexcusable.

The federal government shouldn't have had to tell Mississippi to maintain humane standards in state reform schools. ...

Rather than mini-prison camps, like Oakley and Columbia, with 9-year-olds serving time, often for minor infractions, the state should take a regional approach with the goal of actually saving young lives, not warehousing them until they can get old enough to get into real trouble and real prison.

And anyone but a sadist should be able to agree that being forced to eat your own puke isn't an appropriate punishment for skipping school (see previous post).
