But to be fully effective, the conditions, the poisonous (or infectious) agent has to be just right, and the delivery vehicle has to be effective. Which is why most terrorist attacks still involve conventional weapons and explosives, as in the Oklahoma City bombing. Even 9/11 involved the use of fully-fueled airliners as explosives, taking them over with knives and pepper spray and physical force.

Everyone, especially members of Congress, need to keep this in mind when Bush tells us we have to invade Iran or Syria because they have WMDs they maybe might someday give to terrorists. We need security measure to protect the mail, ports and subways from WMDs that come from Texas and Minnessota as well as from the Middle East.
