Talk about a sentence that speaks volumes. Yes, it came from President Bush:

I was watching this live on CNN. This had to be a line that he and his advisors prepared to treat the whole thing as a joke, but he flubbed it.
When he was asked the question, he kinda spit out the line arrogantly, then added some other remarks, then said the line again in a more joking manner.
